And he says he paid, but he didn't, he just marked the item as paid... I opened a case. When the days pass and no payment and i close the case. I am assuming the negative feedback will be removed?

google "ebay live chat" and ask them

Live chat will be able to give you a link to report this type of unfairness.
Then just report the person, never paid nor replied to the UPI case, but still left feedback.

eB will remove it in 2 days. Happened once to me.

I reported it already and now i get emails telling me to log on live feedback chat or some BS to talk to them... i'll see what happens when the case closes, i'll go onto chat then.. last time i used chat.. i waited 45 mins only for someone to call my cell phone while tethering, and losing the spot
