Outstanding amount?

Hi,
i am regular ebay seller and buyer over 6 years now...have 100% feedback of 410 positive...
Few days ago i bought something for 10 GBP but on invoice i also got OUTSTANDING AMOUNT of 47.70 GBP???
I thought it was something with the item,so i bought something else from different seller but it was also the same...
it seems i cant pay anything without paying this OUTSTANDING AMOUNT...
i have paid my ebay fees for last period (15feb-15 march) with 3-4 days after it was due (around 30 $ all together) so i rally dont understand what is this about??
can anyone please let me know is there a chance this would be removed since i paid my fees just 2 days ago and maybe there need sometime to pass.

Sounds like the outstanding amount is due to eb ay - did they settle a buyer complaint against you?

I finally got this message today from paypal:


Thank you for taking the time to contact PayPal in relation to your
balance.

I have reviewed your account and it shows you currently have 3 different
currency balances on your account USD, EUR and GBP.

At the moment your GBP balance is -£47.70 GBP. As you have funds in both
your USD and EUR balance I would advise you convert them to GBP to bring
this balance back to zero.
Here’s how to convert your balance to another currency:

1. Go to www.paypal.com and log in to your account.
2. Click ‘Profile’ near the top of the page.
3. Click ‘Currency Balances’ under ‘Financial Information.’ (Don't
see this step? Follow the instructions below.)
4. Enter the amount you want to convert under ‘Currency Exchange.’
5. Select the currency to convert the funds from.
6. Select the currency to convert the funds to.
7. Click ‘Calculate’ to see the currency conversion.
8. Click ‘Review Exchange’ to transfer the funds.
9. Click ‘Exchange Currency’ to confirm the transfer.

When your balance is zero, when making payments only the amount of the
payment will come up.

But i still dont kno why is this negative balance of 47.70???
i dont have any disputes or claims....
i would have known this if i had them,right?
