eBay will not accept gift card

I just tried opening a new stealth account using a gift card as the fee payment method and they would not accept it. I HAD to set pay pal up as the payment method, The only other option I guess would have been a bank account. Am I using the wrong gift card? I can't remember the brand of card it is but you have to go to gift card mall to activate it. It worked fine with pay pal as usual but not for eBay. What am I doing wrong?
