so if you didn't put real SSN and date of B and just use made up SSN and real name with real address would you get 25k limit?

If you open a business account with eBay then you put your self down as the nominated contact for the company and use your SSN and home details, it will go through smoothly if MP is selected by eBay when opening the account.

can i make a stealth acc and after invite for MP change the account info except address..
i'm asking because i have get ban from ebay for my real info

No it's a soft credit check...... if the info doesn't match you fail the check
