MP, EU ebay accounts - 》any EU bank?!

When you add a bank account to your EU ebay acc, does the country need to match with IBAN?

For example, ROMANIAN EBAY ACC registered on ebay.de, does it have to be ROMANIAN BANK? Or can it be ANY EU BANK just like Paypal is doing, you can add any SEPA bank?
