low initial selling limits on MP are even useful because there are lots of stealth accounts with payoneer. I think ebay know this so they have to limit the ability to sell in the beginning to limit the risks

the limits will slowly be rising anyway. the most important thing is that stealth is easy to pass with payoneer. if you can provide selfies it is even easier to pass than paypal. the most likely reason is that the risk distribution is different , payoneer just receive bank transfers from ebay and do not risk losing that money. so they are not particularly worried with verification as well and accept all docs that look good

however , the risk is still with ebay so running significant volumes may attract ebay's attention and may get you suspended even if you were perfectly verified on payoneer
