Only Payoneer appears in Seller Managed Payments

I have a question...
I am trying to open a stealth account. I am based in Macedonia, and the only option to manage seller payments is Payoneer. I can't put a Bank account.
Can someone tell me why?
Maybe location?

What should I need to do it? How can i get the documents for payoneer identitiy verification? Which bank account should I use to withdraw the money?
