Refund while funds on hold

Anytime this has happened to me, A refund came out of the balance held.

It’s impossible to refund an order if you don’t have the amount in your available balance. On hold is ghost funds to be honest. If you want to refund you must use a debit/credit card or bank account (ach). Best way is to cancel order

Seems it is not. Was able to use held money upon meeting the criteria described above.

Just add card from where you can refund, and that amount later ebay will pay to your bank account.
