Paypal uses credit bureau to check for IBAN/name match
 
When adding a bank account to a German Paypal account, they ask for permission to share your data with Schufa, the most common credit bureau. I would suspect they use a service called "Schufa Kontonummerncheck Plus Iban" meant for fraud prevention. Therein, the database is searched for a matching combination of IBAN and name.

Now I would not want to risk adding a mismatched bank account if the check could uncover that there is a match for the IBAN in combination with a different name than the owner of the Paypal account. Better let sleeping dogs lie.

Anybody have more insight or experience on this topic?

Does anyone know anything about this?

Also, what about other EU Paypal accounts (Italy, Austria etc.) - are they OK to add IBAN with mismatching names?

Thats a very interesting question.
SCHUFA will not verify your Bank details, but will confirm your identity to PAYPAL (using your name + DOB).
SCHUFA does not have your bank account and only bank or financial office can confirm that the name is matching with the IBAN....
You can send a payment to any IBAN with other names, mostly banks will accept the payment, few ones will reject it.

i don't think they can do anything , i've linked my kreissparkasse bank account to my paypal more than a year ago for withdrawal , and my name and address on paypal mismatch with the real ones , i've verified it , withdrawed later about 200€ to my sparkasse bank , and it still works till the moment .

not to mention that my schufa got f**ked by advanzia bank 2 years ago .
