paypal limit

i have limit PayPal and they ask for proof of delivery and invoice supplier can i dot this ⊗⊗⊗⊗ as i sell digital goods or what are anyone faces this problem before or not ?? i can send supplier invoice that i buy other things are that may work or not ??

Paypal is notorious for hating on digital goods seller. You can send all you like - it may or may not work out, sadly.
