I recently discovered few accounts (probably the same person because they are from the same country) that were created few days and listed under a category which is limited for a new seller.

Are you sure those were fresh accounts and not aged?
And from which country are the accounts from?
A new Ebay user (2 days old) listing 30-40 items with $1000+ worth. High risk category also.
It's very strange since new acc limits are 10/500.
I've called Ebay to ask how this would be possible and they only told me that the user might have a strong PP account. Wasn't a very helpful answer since they didn't give me any details how I could do the same.
Anyway even if you had super high limit PP account linking it to a new Ebay wouldn't be the smartest move.

We're talking about category limits, not account monthly selling limits.
There are some categories that your monlthy selling limit is 0 and you have to wait 90 days for that limit to be lifted.
New accounts arent limited to 10/500 as i've got several 2B/2B limits right from the start. No account is identical to another.
There are some tricks out there but i guess nobody is willing to share the info.

And that it's not a trick, in the red error you receive after rasing avaiable quantity when you reached the limit, it's clearly wrote that one of the key is to do the " paypal verify " with eBay, that leads in linking a verified pp acc. You can just use a fresh verified one, tested, no problem

I just do it and the message about PayPal is not showing any more
It's just asking to wait about 90 days before I can list more
