It is getting harder to create new accounts worldwide , so do Dutch EBAY accounts. Mostly EBAY blocks you while you create the first listing and asks you to upload the proof of ID,address and item receipt or invoice. So you need to have them in hands. If you have them, 100% the accounts can be restored. Meanwhile, I tested to create new DE accounts, only 50% accounts can be restored.
So lets move into Dutch accounts!

does it work for international, DE sim cards activated in asia?
In summary, i can be a dutch registered ebay, but private seller. Only 9 units per item listing - and subject to the Cap of the total revenue per year , WITHOUT VAT requirements, m i getting it right?

As a private seller, yes only 9 units per item listing and I think all sites in Ebay are the same.
DE sim cards have to be verified by your ID first with SIM card providers. Once confirmed, I think you are ok to use in Asia.
