After the 180d hold (when you get permanently limited), can you still add a new bank and transfer the money? I know they'll probably just take the money, but just incase, I was just wondering if I could add a new bank and transfer the money if they let me keep it.

Not illegal persay...since it's your money. The issue I see is that if you violated the AUP policy, pp may decide to just keep your funds sooner or later...however if the funds are available, might as well get them out

Yes this is absolutely true.
That's why I always say, don't give up!
if Paypal keeps your money due to AUP violation,you would know ,it would transfer the money in your account elsewhere.
If not,you should be able to transfer fund to existing bank account.
If you want to add a new bank account,you need to call Paypal as 180 days have past,they need to know you are the account owner
