New Ebay Stealth Account

Hello,
If you are suspended and open new stealth account with all requirements -
different IP address,registered address, phone, paypal, cards and etc.
But the only thing matches is the surname of the person.
Like John Smith has been suspended and than new account Peter Smith.
Is this is a red flag on the created account?

Surname only will not likely cause problems. Make sure everything else is diff.
