International enabled sellings only for a few days?

Weird thing happened to my new stealth account when created.
I am mainly interested in selling using ebay.com which I knew would not be possible unless (eB rules):

you have at least 10 positive feedback as a seller
your selling history is at least 90 days old

As soon as I got back on Ebay I did try to sell to ebay.com anyway and... it went through. I was able to create the auction on ebay.com and to sell the 2 items I listed.
[Selling on ebay.com, on a brand new account, was also ok for another italian member of the forum]
Now, after a few weeks I can list only on ebay.it and I have to wait for the 90 famous days.
Any explanation of this?
Is this normal for any account?

Not sure but maybe your listing was reported by another user or eBay's review went and happened to notice you did not qualify?
