Early suspension on eBay what they check?

In the last few accounts eBay I opened recently ,after the early suspension I called for the usual assesment from.the dipartment,
then they asked me the same question to catch if I dropship

I said have the itemswith me ,I make photo etc.. etc..

then they said all good and we are going to do last checking then they came up to say they can't reinstate..

So my question is ..if I did all the same of the last few accounts before and they were reinstated ,why this time for those account did not work ? Is it because in those I received the SMS number online instead? So when they checked last time may really have Googled it and screwed all?
