Can I buy an eBay Stealth account + PayPal? but I am not live in USA so I want to my PayPal to be US verified.

Will PayPal asks me for verification after that about the address of residence and add limitations on my account If they know I am not live in USA? is that safe?

This is what stealthing is all about.
You probably need to read and understand the Stealth Book/Guide.
They (eBay) will not know that you are not from USA if you do the proper/correct methods to manage stealth accounts.

By the way, I am not from the USA, but i have multiple USA and UK stealth accounts running very darn good

Is that safe to get USA PayPal account?? What about if they asks you to verify info such as address?

Also, you should have a USA bank account

Correct, you need to have a bank account so you can withdraw funds from a USA paypal account.
