I can confirm this.
If you did created the account right, you will never be suspended right away, even after first listing and finally sell your first item.
It's on the creation process. eBay is not randomly suspending accounts without any reasons behind it.

no application, but when register ebay account, ebay will appear a dialogue stated no Java in my system, I want to know if I need to install it and think if it will touch ebay security if a normal user or a stealth user

You might be running an older version of OS or old version of your browser?
Java is default disabled in most of the browsers now.
