 Need help new stealth acc for success new listing sale

I need HELP...
Has make 2 stealth acc new ebay & paypal
All failed for being suspended after create new listing
Follow guidance from stealthbook
1) New Ebay
Personal information out of US, has US shipping address
2) New PP verified with VCC
3) windows 10, new user account for each acc, used firefox portable with different IP
4) as guide in this forum modified webgl, webrtc & use canvas blocker each firefox
5) let Ebay & PP for 7-10 days just browsing, no transaction
6) First listing failed when make one time payment used paypal balance
Should I put vcc on my paypal to Ebay payment option? VCC empty just for verified PP
If Ebay asked real CC whats should I do with my stealth acc
