ebay can't list item, wants me to call CS after trying to list an item

I have old accounts from January 2019 and Dec 2018.
I am trying to list an item but when I list ebay wants me to call CS but also unable to call them. what's the problem?
Can I use google voice to list an item?

You need to call its common these days for seller verification,they will ask you a few basic questions and unlock your account.

You can change it. But fraud can catch you.
If you have all info - why you didnt call in eBay?
