When the best time to pay for a store on Ebay

I have opened a stealth account about 2 months ago. Been selling maybe 1 or 2 items a day. When do you think I should start paying for a store so I'm able to do a sponsored listing?

Is this a new change? I wasn't aware promoted listings was linked to stores. Is there a typical time frame ? I thought i heard 60 days.
