if i create new ebay account how many items i can list safely first month without detecting me as risky seller can i list every days ?

A lot depends on what you intend to sell (risky vs not), how you have setup your account, amount of sale, etc - quite a few factors to consider

Listing risky items in the first month of a new account sounds like a solid business plan to me. You should be able to list a couple hundred.
