My limited experience is that the bots/fraud system is more of a cudgel and not precise and surgical. I saw a seller rip ebay off for thousands, twice! 2 different accounts, exact same MO, same category of niche products, same photos, and ebay did nothing the 2nd time as it was unfolding over 4-8 weeks. I was shocked, but not surprised when the neg FB poured in saying what happened. Thieves just rinsed-and-repeated and got away with a few more $K after the initial $10K + scam.

I had no luck with different windows users. Created one account, all good, created second account - suspended almost instantly. Third one - suspended a bit later. What's the trick about windows users + firefox portable?

Not sure about EU, but for USA ip and phone number is the most important for not getting reactivate/suspended after first listing assuming your using fresh personal details

Here we have widely available prepaid sims, so all the numbers used are real sim cards, no any virtual crap.
Are you browsing before listing? Listing right after creation is risky
I create account, browse a bit, watch something, then list something cheap and generic after 1h. If account gets limited - that's all. If not - waiting for the item to sell, getting paid, then listing more of similar items.

wow that's weird... different windows users keep everything separated, you must be doing something wrong elsewhere
Many people say that ebay links by fingerprinting, which is the same across all windows users.
eBay does check fingerprints for sure but I haven’t had a problem running multiple accounts on same device, all of my accounts should be suspended if they were suspending for same fingerprints. If you try to block the fingerprints or spoof them with the browser that’s when you run into problems. Especially with new accounts, aged accounts may get away with it for awhile though
Try firefox and use canvasblocker by kkapsner add on. Change the settings to persistent and check store data. Youll get a new set of fixed fingerprints. Worth a try...
When I check if my fingerprints are spoofed it comes back positive even if I'm not spoofing them
