I have seen different behaviours let me think the same thing. In eBay IT if you spam the chat few time you will be instant hanged on in the opening chat

But in your case i'm not sure, but yes you could be temporary banned

Update: signed into an old banned account....got into chat no issues first try😑

Interesting - so on your non-banned account, there is some kind of flag blocking the access to chat hmm
