I can actually speak to this. They can link you to your Paypal accounts just by paying for an item. Had all my accounts taken down last week for one REALLY old account that I had, all had my business address and phone. They suspended my wife's account too, even thought it was in her maiden name, had our home address and phone number. Never logged in through the same IP. Had to be that I paid for a few Paypal items for her that linked her. Be careful!

That's weird, paying for something never linked my accounts. When my accts go down they go down themselves. I will have to look in to that.

It most certainly can ding your credit in the US. If they have your legitimate info they can and they will report you for even a PayPal acct. being overdrawn. And it will show up on your Credit Report.
As for charge back working, absolutely. Now, I'm assuming that this would be dependent upon your cc co, but I did that for my fees and never heard from ebay again about it. They've just harassed me for overdrawn PP accts. And that is only because they freaking gave a refund to a buyer after I was suspended, even though there was proof within PP that they had received the item.
But seriously, definitely can ding your credit if they have your real info.

How can a regular seller with a merchant account do that to a buyer who does a fraudulent chargeback?

I need help you ! This is my story
i sold pair of shoes to guy off ebay. he opended dispute on paypal says he didnt receive em . paypal limits my account and they say he won.
so then ebay suspends my account becuase i owed them $135 and my paypal was my automatic payment but paypal denied it so ebay keeps emailing me saying your account is suspended and until you pay those fees it will remain suspended. now the collection agency called and im freaked out.
what should i do? Should i pay the fees? IF i dont pay, what will happen?
Please help me out. thanks

if its your real info, it may get placed on your credit report. You can dispute the collections though, has it been 30 days since you got the letter from collections?

You can have them validate the bill, it has to be in your first 30 days though of receiving that letter or call from collections. Just play stupid lol .. "what do i owe them for???" "i dont think so" ..

was that ebay account with legit information?

If you tell a collection agency to stop calling you and stop sending letters they have to listen. If they turn it over to collections you challenge it with the three credit bureaus. go to each of there websites and find out how to dispute and item on your credit report. You can even get sample letters off the internet. Make them prove that it was your account. (paypal and ebay never respond). Most internet debt is written off your credit score because it is so hard now to really prove it was you with all the internet fraud.
I had stuff on my credit report that wasn't mine. I went to my local police station. Had this simple report made out. I didn't even have to tell them what company it was for, or who I thought did it. I sent a copy of the police report and dispute letters in, three days later it was all off my report.
