Usually after an account is permanently suspended (after all appeals) they usually return your money in 60 to 72 days.

Basically when you have asked to have the account reinstated and the last message refusing it is when the clock starts for the 60 to 72 days.

I just had a restricted account, changed my information so it won't be linked to another account in the future and received this,

"Your seller payouts are on hold and some services are blocked—update your account and do more with eBay

You need to update some details on your account. You may have received this email for a variety of reasons. For example, you may have started to sell more than before or enrolled in a new service, like the eBay vault or spendable funds.

You won’t receive payouts or be able to use some eBay services until you verify your account information. We understand that this is frustrating, but this process helps us keep our marketplace safe. We appreciate your cooperation."

That is something new, never seen this before. I changed details on an account early this year and didn't receive this type of email. Ebay in their policy update removed the saying they would not earn interest on ""For most orders, adding tracking information can help you receive your funds faster. eBay does not earn interest on held funds." The last sentence was removed.

Just wait it out the money will get released, if it’s an EU account you are protected against them keeping the funds.

Just wait for the time frame to be over and 99% of the time you will not have an issue withdrawing any funds

What actually is the timeframe?
I was told 60 days a few months back, and more recently 180 days.
