Testing ID and address verification.

I am testing a different option to prove ID I will talk about it later.

For now I need an advice, what it would be a good f - a- ke proof of address option?

I am working on making a "proof of address" but I want to make sure this can not be traced talking about account number etc.

So a bank statement, water, cell phone bill? what it would be the best option?

They cant just phone up your power or phone company with account number and get your info. So it just doesn't matter. If the account number was used before and they keep that info stored it could pop up. But I don't know if they keep that info. I play it safe and change all numbers. But paypal is not the FBI. They cant just call up whoever they want and get private info.
