Selling Restriction Indefinately due to Low DSR's

Hi,

I have recently had my account restricted for selling so that I may no longer sell on eBay using that account. Our DSR reached 4% when the allowance is 2% and the number of cases opened reached 3.9% when your allowed 1% the cases were related to slow delivery. All other DSR's were fine and feedback was at 99.6. There were no policy violations or monies owed to ebay the account was over 7000 feedback and 18+ months old. They state it is indefinate however that is not permanent.

How can I start up a new ebay account.. Can I log in from the same IP address? Do I need a new email, paypal, bank account, personal details like name address, bank card?

I have just changed ISP at the office and logged into ebay a couple of times since then on one computer? Can I use a diff computer at that office?

Any advice please!?
