To add to what I am saying. If you send in documents and the PayPal call center person says they will send it to review team. Tell them you would like to talk to the review team/person. Demand that you be heard by the highest person on the food chain. Exact same thing with eBay. You must talk to the people who actually make decisions.

Also sometimes hanging up and calling back work also.
