Default item not as described or not received ebay dispute/claim

I know that "Items not received or not as described" from ebay and paypal dispute increases your buyer disatisifcation rating (sorry i can't spell) and ultimately leads to restriction or suspension if it keeps happening. My questions are the following
1. I know paypal dispute is 20 days for buyers to escalate to claim and if they don't the case gets closed automatically. How many days does the "Items not received or not as described" take to get it closed? I ask because i have one but the buyer won't respond or close despite tracking showing that it got shipped.
2. If paypal or ebay dispute either gets closed by the buyer or gets closed automatically... is it the same to ebay and actually lifts the seller dashboard rating? or does it depend on if buyer closes it sooner then automatically since problem was resolved quicker.(but buyer can always forget about the claim so i don't think that is the case)..

if it shows that it shipped and they recieved it then it will close automatically after 90 days. Ebay also keeps track of Seller non performance reports that buyers send it via there web form. that is why its critical to get all outstanding complaints resolved fully and to get your feedback and DSR's up in the 30 days they give you
