Ok to activate old account?

Ok, so here's a new one. I had an old eBay acount, from '98. 100% positive, 800 feedback. Suspended back in 03 for non-payment. Since, have opened up and ran other successful accounts. All my other accounts were wiped out this morning for nonpayment on different old account. Since that 98 account was suspended before the others existed, is it safe to try to go in and pay the balance on the '98 and try to get it reactived. Might be easier to use an old, established account rather than starting completely scratch. Will it work?

Pay your fees on the 98 accounts with a cc.If they dont reisntate it, then do a chargeback.

Try to reactivate it but make sure that you have all the information about the old account like password, security question and such. If not may be not be such a good idea.
Then make sure you fully understand about IPs, cookies.

Thanks, just finished reading the eBook, so I am going to wait until I can get a new prepaid credit card, etc and then give it a shot.
