From my experience if you do end up having a code sent out then you can call them back a few days later, say you never received it and they manually review the account for a limit increase.
All that said though it's best to let the account limits increase naturally.

Fortunately for me, i have ebay account manager who calls me every month and gives me 500 free listings on both US & UK sites.
my US account is 6 months old, until last month i have 700 listings , but from this month my account manager requested for me to increase listings and now i am having 2000 listings per month.
I didn't even call ebay CS, all i do is, i call my account manager and he manages my requests accordingly!
