I am actually suspended from Etsy. Before, when I would try to make a new account without opening a shop, just an account to purchase something from Etsy, they would catch on within 24 hours and suspend my account. I haven't logged into a suspended account in 6 months. 3 days ago I made an account and it hasn't been suspended yet, but I also haven't attempted to open a shop or buy anything. Do you think it would be safe by now to log into a stealth account with this cell phone? I'm not sure if IP addresses ever change with Verizon cell phones.

IP addresses change daily, hourly, and so forth. 6 Months, you probably went through a few dozen or more IP's and didn't know it. If you plan to start etsy again you really should log IP's.

Is it possible for an IP address to repeat if it changes?

Yes it is possible, especially on 4G/LTE. This is why we tell people to log each IP change.
