Template Manager can bulk update your descriptions, simply add your template and includes the appropriate tags (displayed on site of course) then when you add your listing you can then export to file exchange to change all these in bulk.
This is all free and there is no limits on the Mount of listings to add or export (only with eBay with your file exchange limits, canal them to increase this when need be).
