Glad you posted this in the eBay tracking section, so you sort of understand the premise of stealth. That is, you should avoid being linked through tracking techniques, such as using multiple eBay accounts on the same browser/same user account etc.
What stealth is not, is being anonymous. Using TOR, or equivalent anonymity techniques to sign up to PayPal or eBay will severely backfire.
I wouldn't use the TOR browser. Stick to Chrome, Firefox ... the usual.
(I know lots of variant browsers including TOR use Firefox code, but I would still steer away from it).
The reason why I'm advising you to avoid it, is because it will flag your accounts and make them more prone to suspension. But the decision is yours to make.

What the "guys" means in here is that you need to be tracked by eBay and PayPal.
You need to get their trust.... in a stealth way.
You have to make them confident that your eB/PP account has nothing to hide like a reliable IP (or IPs) and cookies in place. This way you get their trust.
