Generating Auctiva Token Problem/Question

I have over 40 Stealth Accounts and every time I go to generate a Token through Auctiva to eB@y it gives me a security code and tells me to call eB@y. In the past, I have passed their questions/verifications through simple B.S. Recently I have been unable to pass and they are now asking for photo ID and other information. Does anyone know "How" to avoid having to call in to eb@y and simply generate the Token? How long do you wait? Is it a time issue or what am I missing?
Any help or insight would be greatly appreciated.

Might be a linking problem if this issue is happening a lot.
