I have suspensions problems but maybe not because of tracking?

Important information for account creation is:
- For bank cards I use "revolut" (the mobile bank), it allows me to use a new bank card for each creation of new account ebay (paypal). (Note that this bank offers a new card but the first 8 card numbers are always the same)
- For new phone numbers I use "TextMe".
- I use an ip for Windows profiles / user.
- a windows profiles assembles the same number (textme) and the same ip (
IPBurger), for all ebay and paypal accounts on it. But I never use the same browser (each account ebay and paypal to his browser)
- each ebay and paypal account at a postal address + unique identity.
-I created an account ebay and paypal, on my ip # 1 (normal) and it works very well, create end of April 2019.
-I created another account ebay / paypal create early June 2019 under another ip # 2 (
Dedicated IP burger fresh) with a postal address around the ip, it also works very well.
-Mid June, I decide to create another account ebay / paypal on ip # 2 (so with the same number and the same ip but not the same browser)
and this account this fact ban directly (30 min after) but the other account with the same and ip (and number) remains good.
I said to myself: 1 ip = 1 count (not 2)
- End June (yesterday), I create an account an account on ebay with a new user (ip # 3 + number), he ban directfly, I think it's because of the product vero.
- Then I start again (I buy everything: ip # 4, number, new windows profiles etc), and I this time has non-vero products.
but I am still ban.

The question I ask myself is: why my second ebay account does not get banned too, while another ebay account was ban knowing it had the same ip (# 2) and number.
