When you create the account, your IP should match with the city you use for your address. After that, you can log in from other IP addresses in the same country. It is normal for people to use their accounts while mobile or from their office, for instance.
It is not normal for someone to create a new account using an IP address that is significantly different from their regular address. Example: a person from Ireland would be unlikely to create a new account using an IP address from Ukraine. That same person would normally have an IP address from Ireland when making a new account, but could be a traveller who uses their account in airplanes, hotels, restaurants, or wherever. That person might go to Ukraine from time to time, but it wouldn't likely be very often.
