Can I amend your post a bit? I think it more accurate to say that there is pratically no reason to use a proxy or a VPN if the person is honest about their geographic location when they register their account. There are other means of masking IP to avoid being linked. If the registrant creates their account on the ebay site appropriate to their location, there is no difficulty using that login and info with most other ebay sites.
MOST Proxy and VPN don't work anymore, anyhow. Pretty much useless to try.
In most cases, the complications encountered are due to the registrant trying too hard to outsmart and outsneak themselves. Keep it sane. Push the boundaries that *need* to be pushed, but stay in bounds for all other issues.
Fudging one aspect isn't likely to bring trouble. Exceeding the extremes in a multitude of ways will likely be a show-stopper with a quickness.
I used an analogy on the phone yesterday that would fit well here. You can drive your car a bit fast all your life and probably not get a ticket. If you drive like a maniac, it won't take long at all to get fined. If you drive perfectly normal with a cadaver on the roof while you flee the scene of a bank robbery and have no registration plate...you are done.
