hold funds 15 day and 30 day

Hi guys, I have a new account 2 months ago, I sold 4 items to US buyers and the funds were hold for 15 days, but when one person bought from Sweden and another from Greece the funds were hold for 30 days, they noticed the same price for all the sales. So eBay holds money for buyers from the US for 15 days, but buyers from other countries eBay holds money for 30 days. Is this normal or what is the explanation for this? Thank you

chances of buyer filing complaint is higher in some country as .Iit takes long time for the item to arrive,it could also be MP taking longer time to collect the payment .
In some countries,a buyer can file chargeback within 12 months.

International buyers' source of payment could be longer so MP covers itself with longer hold period
