tracking family members question

I just got suspended for the first time so I'm unfamiliar with all the ramifications. I'm wondering about my daughter's accounts. It is at least 3 years old and hasn't been used since a month after it was created (same goes for the associated PP account). I originally created it for her, different ip address then now since we've both moved. Can it be safely used now?

yes it can, clean up PC first, use another user screen and use no linked details

If I understand the info in the Stealth Book and on the many threads on here, I don't need to do any cleanup of cookies if I set up a user screen and always use it (with diff ip) to log in to her account. Is that correct?
