Short answer it is not recommended to "hide" your ip. ebay/paypal will know and you will have problems.

If you have a cable or dsl modem do a forum search. It will tell you ways to change it.

Easy and cheap way to change your ip all the time is old school dial-up like aol, netzero etc.

Got an iphone or blackberry? Use a tether program to log on and everytime you connect and disconnect you will get an new ip.

Last and probably the best is the mobile broadband. Fast 3g speeds using a connection manager everytime you connect and disconnect you will get a new ip. You can get contract or prepaid.
