What does a dongle exactley do
 

Okay I know a dongle is a usb modem that you plug into your pc. Do you have to have mobile phone provider to use a dongle or can you just plug it in and your ready to go. Also I read that not all dongles give you a new ip everytime you connect. Can someone recommend one that will? Thank you.

No you don't have to have a mobile phone provider. You can buy an internet broadband to go stick and it depends on the provider if the IP changes everytime or not.

Static IP= Stays the same.
Dynamic= Changes everytime.

Also, when you go out to purchase a Dongle, be sure to NEVER EVER sign up to join a Contract, you want to be FREE, don't let them use peer pressure on you lol.

Except for companies like Verizon, where the plan prices on contract are great and on Prepaid they are a complete asinine joke.
