Using phone as internet source

I have a mac, and it was hard for me to follow the Stealth Book guide so I decided to use my phone as the source for internet, kind of like people do when the jailbreak it but it's a legal app and it works well. Anyway my question, since i've visited ebay on my old banned account will it pick up on these new ones? From the looks of it, the IP changes a lot on phones which brings me to my second question. If my IP is always changing is it going to raise a flag with ebay? Making many accounts also is hard for me to understand, i've read the book a few times.
