The only way I know of to do this is by setting it up in your firewall.

Some routers have parental controls and you can block specific sites , I just recently purchased a NETGEAR N600 it was $90

Open this file using notepad:

Code:
C:\windows\system32\drivers\etc\hosts
And then enter this line at the very bottom of the file

Code:
0.0.0.0 www.ebay.com
Save, reboot, and no more ebay on that computer.
If you are looking to block eBay only on specific user accounts, you'll have to install a parental control/web filtering software.
