What I am asking is...is there a way which will guarantee a NEW IP address, as I will not be able to tell if the current IP could be the same as the IP I used when I was suspended.

You should - making sure that IP does NOT overlap i.e. dont use same IPs over 2 accounts

There is an excel spreadsheet on the forum you should be using for logging your ips used.

Oh right ok so if I only have 1 stealth its ok to use same ip as I signed up on?
