Im taking the steps to restart my eBay account (which was completely banned). Research seems to show that setting up a VPN may not be the best way forward for eBay or Paypal as they 'check; for VPN use and will block your account as soon as they detect you are using a VPN (in Paypal's case it is 'against their terms of service').
Does anyone know if using a 4G dongle get around this problem?

24vc VPN is one of the best and most used by forum members, contact 123 for service. Also a 4G Dongle will work but you have to be aware of the IP repeats.
You can manage multiple accounts simultaneously with VPNs while dongles you cannot.
That is not correct. You can manage multiple account with dongle and generally with ISP which service is via dynamic IP.
As MM78 said above you have to check for IP repeating and try to not cross use them among accounts (although cossusing IPs has been indicated from several forume members as a minor link)
24vc vpn's work perfectly and are definately the way forward, they are the only vpn service allowed to advertise in the accounts for sale section of this forum which says more about how strong they are than anything else.
Get dongle, log ips and you'll be fine. Don't do same kind of things on all the accounts during short period of time. If you lets say change phone numbers on all your 100 accounts within 2-3 hours in the same area 20 miles) it might flag you even though it wont happen overnight
