Also what about companies that offer cheap dsl or dial up that uses dyanmic ip?

I did but I need a specific one that uses ethernet cable rather than a USB. It has to connect to my laptop.

I know there are a USB one but is there one that acts as a portable modem?

there's no such thing as a Mifi that connects via Ethernet these days. You either go with USB or Wifi. I don't know how old your laptop is but either USB or Wifi will work just fine.

Phone Tethering and Mifis are not measured in listings, no one says how many listings can I get from a Mifi. You pay for data and off you go.
