For me, I always think it is one of those risk factors I never know is dangerous
until I sign in and get nasty red letter paypal messages.

excactly. how consistently or maybe pattern-able.

Anyone who thinks that a public cellular IP is clean from being on ebay/paypal etc.. in North America or Europe is naive

Some members talk about local pools of cellular IPs being a few hundred. Imagine thousands of people in several small cities all pulling the same few hundred IPs daily on a cell phone.

Every once in a while some will say T mobile or a really rural area ATT will only have 20 or 50 IPs.

I was going to ask about this, it seems using this stealth technique would mean I'm not able to use ebay app on my phone. is this true? have to always use it on computer?

If you use a seperate phone for each account you can use the app otherwise no.

You can use browsers instead of apps.
