 Debating between 2 different setups....

So I've been researching this forum nonstop, trying to figure out my plan of attack. My goal is to eventually have 24 stealths running simultaneously and convert them to business accts when the time comes. So far I have two different setups in mind.
1. I use VPN with Fresh IP's, each VPN/IP lives inside its own instance of VMWare.
+ 24 Shipstations so I can put my own return address.
2. I use MIFI with 24 instances of VMWare to activate 24 Inkfrog+Shipstations. If I understand correctly, I can use the MIFI to setup the Inkfrog and Shipstation tokens, and then after that, I don't need the MIFI anymore if I just access my IF and SS accounts in those VMs? I've read that eBay sees IF and SS's IP address?
My whole thinking to these plans are that it saves time by allowing my to access my accounts faster without having to change IP's. Wouldn't the second plan allow me to have multiple VM's Shipstation accounts open at once?
Also, what if I choose to use the MIFI again, later down the road to access the actual eBay page or change to Auctiva etc.? Would eBay not like the fact that it's used to seeing SS's IP and then it sees my MIFI IP all of the sudden?
I guess I'm kind of confused as to why eBay's so cool with seeing IF and SS IP all the time.
If anyone had any thoughts on this, they would be greatly appreciated. Thanks!

PS. please don't get hung up on the number 24. This is a slow process, I'm thinking way down the road.
